The district of Larkana has been extremely vulnerable to various floods in the past, with the floods of 2010, Monsoon of 2011 and the floods of 2015 having made the largest impact in terms of erosion and scouring. Floods of 2010 scoured and eroded the bank of AganiAkil Loop Bund, moreover, the moles of spurs were also damaged as a result of heavy flooding. In order to protect the district from potential flooding, restoration works were carried out in 2012. However, during the floods of 2013 and 2015, river erosion started again in the area, which caused severe damage to the stone apron and spurs. Floods of 2015 took a heavy toll on the already damaged stone apron, the stone apron was saved by taking hectic efforts such as construction of stone studs and flood fighting by dumping stone boulders. During the flood fighting, the construction work of 12 Nos. temporary stone studs was carried out in which some quantity of stone boulders from the reserved stock was used and the remaining was supplied by the local contractors. The flood-fighting continued till the flood was over, due to the construction of the above mentioned 12 Nos. stone studs, it became possible to prevent the bund from a possible major disaster. To safeguard bunds and other structures from future floods, it is essential to recoup the damaged bund and construct 09 Nos. stone studs on an urgent basis before it could turn into another vulnerable situation.
During floods of 2010, 876,240 houses in the entire Sindh Province were damaged. Moreover, 414 precious lives were also lost as a result of heavy flooding (NOMA Report 2011). During the floods of 2011, 497 People died and 1,596,807 houses damaged in the entire Sindh Province. In Larkana alone, 6 persons died and 5,794 houses damaged.
The project is reflected in proposed projects under Phase-1 of NFPP-IV and is in line with Floods/flash floods disaster management framework of NDMP. The project area is in District Larkana, Sindh Province which is highly vulnerable to riverine and flash floods. The flood mitigation measure by strengthening defenses against floods at Larkana shall serve all communities, especially farmers, laborers and the poor, who are most vulnerable to flood in case of failure of flood defenses.
