Strengthening of GB Emergency Services (Rescue 1122) at all Districts of Gilgit-Baltistan

Gilgit-Baltistan (GB) being the far-flung and geographically hardest areas of Pakistan is susceptible to natural disasters like floods, earthquakes, and landslides/avalanches. Destruction of property, dislocation of a large number of people and road traffic accidents are recurring phenomena in this region, especially on silk road which results in the loss of many precious lives every year. The only specialized and established department in dealing with such kind of any unforeseen calamities across GB is Emergency Service (Rescue 1122) (managed by Home Department). As a technically equipped department, the Rescue 1122 is responsible for outreach communities across all districts. Currently, Rescue 1122 has Districts Offices in Skardu, Diamer, Ghanche, Hunza, Nagar, Ghizer, and Astore whereas, the Central Office is based in Gilgit. Hence, Rescue 1122 is responsible to provide timely and critical emergency rescue services as a basic right to the communities.

However, the existing capacity of Rescue 1122 in terms of contemporary equipment, machinery, and technology for search and rescue is insufficient in contrast to emerging tendencies and types of hazards in GB. The existing capacity across all project focused districts is inadequate to deal with emergencies such as road traffic accidents, buildings collapse, hazardous material incidents, landslides, avalanches, and other natural disasters. Such problems have been putting the lives and properties of citizens at risk during the recent last few years.

The current project in partnership with NDRMF will contribute to establishing an effective system for management of accidents, emergencies and timely response to the victims during major /minor incidents/disasters through institutional preparedness i.e. preparedness of Emergency Service (Rescue 1122). Appropriate, judicious and effective utilization of the equipment and technology acquired from this project will reduce disability (ies) caused as a result of any physical injury or death due to any unforeseen incidents/calamities. The equipment will be utilized for improved management and response to emergencies which are the leading cause of death amongst young earning breadwinners of the society. Thus, this project addresses vital emergency services needs of Rescue 1122 by strengthening existing equipment and technical capacities aiming to meet existing and future challenges of GB with regard to aforementioned situation.

This project in partnership with NDRMF complies with NDMP and NFPP IV. Through preparedness by purchase and operationalization of equipment and technical equipment, Rescue 1122 will ensure to reduce disaster risks and vulnerabilities with regard to the above problem analysis. The project will contribute to safeguard and secure lives, lands, and properties of the vulnerable individuals/population/communities.

The project further ensures inclusiveness and gender responsiveness by managing and responding to any emergency situation on a need basis. Through state of preparedness, Rescue 1122 guarantees to provide a timely response, rescue and emergency medical treatment to the persons affected by disasters and recommending measures to be taken by related organizations to avoid emergencies irrespective of any disability, gender, and identity. Further, the project also contributes towards social and economic uplift of the communities by reducing the probability of losses incurred due to different types of disasters.
